All participants commit to staying informed if they miss a meeting, and commit to educating their alternates prior to sending them to a meeting.

New members agree to review all previous meeting notes, handouts and other material (such as video tapes) previously reviewed by the group, and attend a briefing session with the facilitator or some other representative of the group at least 15 minutes prior to the first meeting.

|
3.
|
All participants commit to reaching a consensus on implementing the mission of the group.
|
|
|
|
4.
|
All participants commit to be an advocate for conclusions reached by the group.
|
|
|
|
5.
|
All participants agree this effort will receive priority attention, staffing, and time commitments.
|
|
|
|
6.
|
All participants commit to search for opportunities: without creativity there will be no plan or agreement.
|
|
|
|
7.
|
All participants in the negotiation are to bring with them the legitimate purposes and goals of their organizations. All parties recognize the legitimacy of the goals of others and assume that their own goals will also be respected. These negotiations will try to maximize all the goals of all the parties as far as possible.

All participants commit to listen carefully, ask questions to understand, and make statements to explain or educate.
|

|
|
9.
|
All communications with the news media concerning these discussions will be by agreement of the group. Everyone will be mindful of the impacts their public and private statements will have on the climate of this effort.

|
Anyone may leave the process and the above ground rules, but only after telling the entire group why and seeing if the problem(s) can be addressed by the
group.

|
All rights, remedies, positions, and current prejudices are available to everyone if the effort is unsuccessful.

The facilitator has the right to limit the amount of discussion for any item, discussion topic, etc.
|
|
|
|

|
All participants agree to inform the project manager two weeks prior to the meeting about any agenda item that they wish to add.
|
|
|
|
14.
|
All participants commit to starting and ending the meeting on time.
|
|
|
|
15.
|
All participants agree to not bring complaints without bringing potential solutions.
|
|
|
|
16.
|
All participants agree to these ground rules prior to participation.
